Muslim Aid UK Bangladesh Field Office is seeking an experienced HR and Admin Officer to oversee all human resources and administrative operations for its Pabna healthcare project (MACH). The role requires providing strategic assistance, managing staff onboarding and evaluations, ensuring statutory compliance with GoB regulations, maintaining facilities and logistics, and coordinating regional administrative workflows.
✅ Responsibilities
- Human Resources Management:
- Facilitate standardized recruitment, onboarding, and file management in line with MABCO HR Policy.
- Collaborate on updating staff job descriptions and manage employment contracts for short-term/on-call personnel.
- Manage attendance, leave, and training registers, and coordinate contract renewals.
- Support annual PACE (Performance, Accountability, Competency and Evaluation) processes and assist line managers in setting SMART objectives.
- Handle resignation procedures, maintain turnover reports, and conduct exit interviews.
- Conduct policy refresher sessions, arrange training programs, resolve staff complaints via standard mechanisms, and provide morale counseling.
- General Administration & Logistics:
- Oversee office cleanliness, desk maintenance, security, and visitor logbooks.
- Provide full logistical support for regional workshops, meetings, training programs, travel, and accommodation bookings.
- Obtain and renew all necessary licenses and certificates required to operate the hospital/facility.
- Assist with lease agreements, check file terms, and ensure timely landlord payments.
- Manage utility bill payments (water, gas, electricity) and handle official correspondence in Bangla and English.
- Procurement, Assets & Fleet Management:
- Lead procurement activities, maintain PR, RFQ, and Work Order files, and handle petty cash purchases.
- Maintain vendor enlistment files and assist the procurement committee.
- Manage stock registers (stationery, general store, medicine store), fixed assets tagging/lists, and assist with annual physical verification reports.
- Maintain vehicle records (motorcycles, bicycles), coordinate fitness/insurance/route permit renewals, and oversee fleet maintenance and movement logs.
- Coordination & Compliance:
- Ensure health, safety, and evacuation procedures are reviewed, updated, and practiced.
- Coordinate monthly staff meetings, DIM, PMT meetings, and attend monthly UNO, NGO (DC office), and CS office meetings.
- Perform frequent field visits and submit structured field visit reports to supervisors.
🎓 Requirements / Education / Skills
- Educational Degree: Bachelor's / Honors in any discipline.
- Experience: At least 4 years in HR and General Administration (preferably within the NGO/Development sector).
- Age Range: 30 to 45 years.
- Key Skills & Abilities:
- Strong staff management, problem-solving, report writing, and documentation skills.
- Ability to deal with GoB authorities regarding license and renewal issues.
- Excellent interpersonal, teamwork, and multi-tasking skills under pressure.
- Willingness to travel on short notice.
